PA Enacts School Cell Phone Ban

Governor Josh Shapiro signed Senate Bill 1014 into law on October 26, 2026, requiring Pennsylvania schools to adopt policies prohibiting student use of personal cell phones throughout the school day, including lunch, recess, and between classes. Schools must implement the policies by the start of the 2027–28 school year. The requirement applies to public, charter, cyber charter, and private schools.

The legisation aims to reduce distractions and give students more opportunities to focus on learning and connect with classmates. Schools will determine how devices are restricted, and the law does not require schools to take physical possession of students’ phones.

Exceptions include documented medical needs, special education and disability accommodations, translation for English learners, and limited, approved instructional uses. Schools must also provide opportunities for public input, publish their policies online, and notify families about emergency communication procedures.

KEYTA members should watch for proposed policy changes in their schools and opportunities to offer feedback. Clear procedures for enforcement, student accommodations, and family communication will help educators prepare for implementation.
