April 2024 Legislative Report

In April 2024, the Pennsylvania General Assembly made significant strides in addressing the state’s educational needs, particularly focusing on teacher shortages and school funding.

One of the key initiatives was the enhancement of the Student Teacher Support Program. Governor Josh Shapiro announced a substantial increase in funding for this program, raising it to $15 million. This program provides financial stipends to student teachers to alleviate the financial burden during their teaching internships. The stipend aims to attract more individuals to the teaching profession by offering $10,000 to student teachers, with an additional $5,000 for those in high-need areas. This initiative is a response to the severe teacher shortages in Pennsylvania, where the number of new teacher certifications has dramatically decreased over the past decade​​.

Furthermore, the General Assembly passed several education-related bills as part of the 2023-2024 fiscal year budget completion. These included allocations such as $70 million for public libraries, $261 million for community colleges, and $10 million for the Educator Pipeline Support Grant Program. Additionally, funding was directed towards improving school facilities, with $75 million allocated to the Environmental Repairs Program and $100,000 to the newly established Public School Facility Improvement Grant Program​​.

These legislative actions reflect a concerted effort to invest in the educational infrastructure and support systems necessary to enhance the quality of education in Pennsylvania. The bipartisan support for these measures underscores their importance and the urgency of addressing the state’s educational challenges.
